here is the first person to respond back toDennisWhen discussing first responders and their role in the overall picture of WMD’s and CBRNE, one cannot do so without talking about the National Incident Management System (NIMS) and the Incident Command System (ICS). Pichtel (2016) spends an entire chapter talking about the ins and outs of both systems and how they relate to CBRNE. He astutely recognizes that every major event usually begins and ends with the local component. This accents the importance of local law enforcement and their ability to properly recognize and analyze a critical incident quickly and correctly with minimal loss of life or pain for the community. He states that NIMS was set up by the President following the tragedy of 9/11 and states that, “This system directs the creation of a comprehensive national approach to incident management by federal, state, territorial, tribal, and local responders” (p. 293-294). It helps the on-the-ground personnel understand how to react to a major event and properly assess first steps to maximize manpower and lessen the loss of life.  Similarly he describes ICS as, “a management strategy designed to address all critical issues that may arise during response to a hazardous incident” (p. 297). Both of these doctrines go hand-in-hand for first responders and assist them in their decision making on the spot. Personal Protective Equipment (PPE) plays a vital role in the success or failure of first responders on a CBRNE scene. In my training as a state trooper, we are instructed to watch video after video of officers who rushed into a scene to help, as is natural for us to do, only to subject themselves to a deadly fume from a crash scene and now the casualties have increased for other first responders coming to the scene. It is for this reason that we are issued full CBRNE protective gear, in case we encounter a HAZMAT scene in our duties. Pichtel (2016) details that PPE is vital to the protection of first responders when going to a CBRNE scene. This includes a gas mask that filters out toxins and allows them to breath, or a protective suit to prevent burns or blisters from some chemical materials in the air or in liquid form. He also accents the importance of recon of a scene before full intrusion. If there is a CBRNE concern and one is not properly protected, they are not helping but hindering the problem. Here is MeganCreated in 2003, the National Incident Management System is designed to join efforts from federal, state and local responders when a CBRNE event occurs (Pichtel, 2016).  At the same time, this management system works to allocate federal funding only to entities that maintain a compliance to the workings of the system (Pichtel, 2016).  Essentially, the management system guides responding agencies during an event about the actions and responses they should take, stemming from six main components.  These components, command and management, preparedness, resource management, communications and information management, ongoing management and maintenance, and supporting technologies (Pichtel, 2016).  By developing and promoting a program such as the National Incident Management System, the federal government is attempting to unify a response to events that could cause a huge disaster if completed successfully.            On a similar note, the Incident Command System is used in the event of a CBRNE event because this system helps organize the response teams and ensure that they are using the proper equipment for the type of attack (Pichtel, 2016).  Essentially, this system works to respond to a CBRNE event in an organized, thought out manner to reduce the risk that more individuals will be hurt or killed as a result of the attack.  One of the most important facets of the NIMS and the ICS systems is the distribution and proper use of Personal Protective Equipment (PPE).  PPE works to minimize or eliminate the exposure that responding individuals have to harm based on the type of attack (OSHA, 2021).  Typically, PPE consists of gloves, safety glasses, hats, full body suits and more (OSHA, 2021).  Specifically, when a CBRNE event takes place, PPE is essential to the safety of all responding individuals.  If a first responder is not wearing the proper equipment, they may be exposed to radiation or other chemicals that could cause them to get sick or even pass away, which hurts the response efforts as well as losing an innocent life.  Ultimately, the goal of PPE is to protect responders and prevent any more innocent lives from being lost.             Coming into this class, I was super uneducated about homeland security in the United States and the extreme threats that this country faces on a daily basis.  However, through taking the class I have developed a better understanding about the severity of these attacks and what bad consequences could result if these events are not predicted and prepared for.  The thing I learned in this class that stuck out to me the most is the notion that the global community does not truly understand the effects of these attacks until the attack occurs.  Therefore, preparation and preparedness is important, but may not even be enough to have a safe response.  As the Holy Bible teaches, “a prudent man foreseeth the evil, and hideth himself: but the simple pass on, and are punished” (King James Bible, 1769/2021, Proverbs 22:3).  Essentially, those individuals who work to see and prepare are often rewarded and those who remain in ignorance are likely to suffer consequences in life.
